It is the new leader, King Malbert (Jay Leno), who proposes the town can prosper with a new economy of evil inventions that would kill and wreak havoc, and making evil scientists rich tycoons. Anyone born with any type of disfigurement would have their fate automatically led in the direction of becoming a slave to their masters named “Igors”, and are typecast as being foolish, slurring, and stupid.
